The company was set up in 1996 with a registered capital of USD 6.5 million. It is to develop the Xiamen International Cultural Building (XICB) on a joint venture basis with the Xiamen Cultural Book Centre Co., which is a Chinese State owned corporation. The project site is located at the main crossroads of Hubin Nan Road and Huming Road, the commercial and financial hub of Xiamen City. The project was started on 31 December 2004.
